Capacity Building and Improvement (Sliver) Grant


Introduction



(Annual application is required)





The reauthorization of the Individuals with Disabilities Education Act, Part B (IDEA-Part B), Public Law 108.446 changed the formula for how states may use federal funds for children with disabilities. Section 611 (f)(4)(A) allows states to use the excess of inflation, in any year, for subgrants to LEAs for Capacity Building and Improvement.





Subgrants are allocated to Local Education Agencies (LEAs), State Operated Programs (SOPs), the Department of Correction and Charter Schools for the development of programs and services for children with disabilities. The subgrant will be awarded from the date of approval to June 30, 2011 with a 15 month carryover provision. Application must be submitted for the IDEA-Part B Grant in order to be eligible to apply for the SLIVER Grant.





Those Local Education Agencies, State Operated Programs, Department of Correction or Charter Schools electing not to submit an application must send a statement to that effect signed by the superintendent, headmaster or executive administrator. Applications received after the date of June 5, 2010 may be ineligible to receive funding. These funds will be distributed to those LEAs, SOPs, Charter Schools or the Department of Correction that have approved applications.

1)

IDEA Performance Goals and Indicators








·

The state has established goals for the performance of children with disabilities...that are consistent, to the maximum appropriate, with other goals and standards for children established by the state.



·

The state has established performance indicators to use to assess progress toward achieving the goals that, at a minimum, address the performance of children with disabilities on assessments, drop-out rates, and graduation rates.







2)

No Child Left Behind








·

All students will reach high standards, at a minimum attaining proficiency or better in reading and mathematics by 2013-2014.



·

All limited English proficient students will become proficient in English and reach high academic standards, at a minimum attaining proficiency or better in reading and mathematics.



·

All students will graduate from high school.



·

All students will be educated in learning environments that are safe, drug free, and conducive to learning.



·

By 2005-2006, all students will be taught by highly qualified teachers







3)

Raising Achievement and Closing Gaps








·

Recommendation One: That the State takes steps to reduce, then eliminate the disproportionate number of minority students assigned to special education programs. As a part of the ABCs reporting process require that schools provide descriptive data, in table format, that will allow for comparisons between the percentage of students assigned to the various categories, and with the rates of incidence of the various handicapping conditions in the general population of our nation.







4)

North Carolina Improvement Plan








·

Youth with disabilities are employed in post-secondary and/or independent living after exit from high school.



·

Youth with disabilities ages 14 and older (and younger if deemed necessary) are actively participating in transition planning activities.



·

Eligible children are identified through appropriate evaluation and assessment.



·

Students will have access to the Standard Course of Study and specialized instruction in the least restrictive environment.



·

Students with disabilities that include behavioral and social issues will complete an appropriate course of study.



·

Children are ensured a free appropriate public education because of the effective and timely implementation of NC's continuous improvement monitoring system and other mechanisms for ensuring compliance and parent and child protections.



·

Appropriate and timely services to children and families are ensured through interagency coordination.



·

Appropriate special education and related services are provided to children with disabilities served in juvenile and adult correction facilities.



·

Appropriate special education and related services are provided to children with disabilities served in out-of-district placements and in state operated programs.



·

Qualified personnel provide services to children and youth with disabilities.



·

Parents and students with disabilities will increase their participation in making informed decisions about appropriate programs and services as a result of participation in parent programs.



·

Family and parent participation on State boards, committees, review teams, etc. will increase to ensure policies, procedures and best practices will improve as a result of parent training, user-friendly access and assistance.



·

Parents, whose children transfer from part C to Part B or other community services, are satisfied with the transition process and quality of services provided.



·

Families and children are made aware of and know how to access services through a comprehensive, coordinated child find public awareness system.

State Improvement Grant








·

Improve basic skills performance for students with disabilities.



·

Increase graduation rates and decrease drop-out rates of students with disabilities.



·

Increase the percentage of qualified teachers of students with disabilities.



·

Improve parent satisfaction with, and support of, school services.



Proposal Initiatives / Use of Funds
North Carolina's Capacity Building and Improvement (SLIVER) Grant Program






Capacity building activities are those that sustain continuous program improvement. Capacity building improvement activities exceed federal and state requirements and are implemented at the building, county and regional level to affect change and improvement results for students with disabilities through one or more of the following ways:






1.

Direct services, including alternative programming, for students who have been expelled from school, services for students in correctional facilities, students enrolled in State Operated or State supported schools, and students in charter schools.






2.

Addressing initiatives or carrying out improvement strategies identified in the State Improvement Plan.






3.

Addressing the recommendations adopted in Raising Achievement and Closing the Gap.






4.

Addressing needs identified by local steering committees as part of their Continuous Improvement Plan (CIM).







LEAs/Charters/SOPs should use grant funds to support Continuous Improvement Monitoring activities such as Self Assessment and the Continuous Improvement Plan. Specifically, the grant should address how funds will be used to support the activities of the LEA’s Stakeholder Steering Committee during the LEAs Continuous Improvement Plan (CIP).






5.

Addressing needs identified in the State Improvement Grant.






6.

Addressing the needs and improvement strategies consistent with the North Carolina ABCs.






7.

Adopting promising practices, material and technology, based on knowledge derived from educational research and other proven sources.






8.

Establishing, expanding or implementing interagency agreements and arrangements between local education agencies and other agencies or organizations concerning the provision of services to students with disabilities and their families.






9.

Increasing problem solving between parent and school personnel and promoting the use of alternative dispute resolution.






The SLIVER Program in North Carolina encompasses all of the major directives of the North Carolina Department of Public Instruction. These directives include IDEA Performance Goals and Indicators, No Child Left Behind, Raising Achievement and Closing Gaps, North Carolina Improvement Plan, and State Improvement Grant, Positive Behavior Support, Response to Intervention, and Instructional Consultation. Priority is given to those specific areas identified in each Local Education Agency's self-assessment in the Continuous Improvement Monitoring Process.



Proposal Priorities

Proposal clearly describes how funds will be used to support the development and implementation of new and improved forms of continuing and sustained professional development opportunities for teachers, principals and other educators at the school level.






2.

Proposal clearly describes the innovative program(s) you plan to develop with SLIVER.






3.

Proposal clearly describes the model program(s) you plan to implement and tell how the model will improve teaching and/or learning for children with disabilities.






4.

Proposal clearly describes how you plan to use SLIVER funds to implement or expand a parent involvement and public engagement initiative for children with disabilities that will significantly enhance ongoing district and school improvement efforts. Tell how this initiative will improve teaching and/or learning for children with disabilities.






5.

Proposal clearly describes how you plan to use SLIVER funds to improve teacher recruitment and retention programs consistent with the North Carolina ABCs. (THIS DOES NOT INCLUDE FUNDING TUITION FEES FOR TEACHERS)






6.

Proposal clearly describes how you plan to incorporate SLIVER funds into your technology plan for the purpose of improving student performance or enhancing parental community involvement for children with disabilities.






7.

Proposal clearly describes how you plan to use SLIVER funds to implement or enhance a plan designed to promote high student achievement for children with disabilities.

COVER PAGE



This page identifies the applicant and certifies that the LEAs, SOPs, Charter Schools or the Department of Correction meet all assurances and certification requirements necessary to receive SLIVER Funds. Electronic signatures are required for the Director of Programs for Exceptional children and the Superintendent.






PROPOSAL DESCRIPTION



This section is the foundation of the Capacity Building and Improvement Grant proposal. State the specific initiative of the plan. Specifically state what the project plans to accomplish, how and when the accomplishments will be made and how achievements will be determined.






DESCRIPTION OF AGENCY



This section must include socio-economic data of the agency. Include the number and classification of children with disabilities in your programs.






NEEDS ASSESSMENT



Identify problems the proposal will specifically address. State how the problem(s) were identified by your agency.






STATEMENT OF ASSURANCE



Assurance must be signed and dated. Signature is required.






BUDGET DESCRIPTION



This section is in narrative form and must explain budget categories and how SLIVER subgrant funds will be spent on Capacity Building and Improvement activities. Budget must be submitted via BUD before project can be approved.






CHARTER SCHOOLS and STATE OPERATED PROGRAMS



In addition to submitting a budget description (see above), also submit the budget (via website) on the FPD 208 Form with the appropriate electronic approval.

Description of Agency statement is to follow the Proposal Description. This component gives the socio-economic data of your agency, which includes the number of children with disabilities in your LEA and a brief description of your EC Program.







C.

Needs Assessment state is to follow the Description of Agency narrative. State the specific need to be addressed in the proposal and tell how the need was identified.







D.

Statement of Assurance(s) must be signed and dated. Assurances come after the Needs Assessment statement.







E.

Budget Description gives explanation of how funds will be used (in narrative form).







F.

Charter Schools and State operated Programs must comply with item E above and submit the budget on the FPD 208. This form can be found in the budget section of this web application.

The purpose of the Sliver Grant is to maximize capacity for our instructional staff. These funds will be used for professional development.

The accomplishments will be measured by the frequent use of evidenced-based methodology and teacher satisfaction surveys on professional development needs being met.

State how this initiative will improve teaching and/or learning for children with disabilities.



This initiative will improve teaching and/or learning for children with disabilities by providing responsive professional development for our instructional staff.



B.

Agency Description



1.

Describe socio-economic data of the agency.



Currituck County is a rural area with 99.1% of the polulation living in a nonfarm environment. Within the last 5 years, housing has increased significantly because of the influx of families working in Virginia and living in Currituck with lower taxes. Since the closing of the Ford Plant in Virginia, many families have gone from a two-family income to a one-family income. The 2009 per capita income is $23,364.

Currituck County has 23 1/2 EC teachers and 23 teacher assistants, 1 CECAS Data Manager, 2 psychologists, 3 speech pathologists, and 10 LEA Representatives. We provide a full-continuum of services; however, our county is committed to ensuring inclusive practices with all of our students. We are a PBIS county and a Professional Learning Community.

Proposal dollars will support responsive professional development that is derived from a frequent collection of data.

No federal, appropriated funds have been paid or will be paid by or on behalf of the undersigned, to any person for influencing or attempting to influence an officer or employee of a federal agency, a Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection with the making of any federal grant, the entering into of any cooperative agreement and the extension, continuation, renewal, amendment or modification of any federal grant or cooperative agreement. The undersigned shall require that the language of this certification be included in the award document for all subawards at all tiers (including subgrants, contracts under grants and cooperative agreements and subcontracts) and that all subrecipients shall certify and disclose accordingly.

The Americans with Disabilities Act (ADA) provides comprehensive civil rights for individuals with disabilities. Title II of the ADA covers programs, activities and services of public entities. Title II requires that "No qualified individual with a disability shall, by reason of such disability be excluded from participation in or be denied the benefits of the services, programs, or activities of a public entity, or be subjected to discrimination by such entity." In accordance with Title II ADA provisions, the applicant had conducted a review of its employment and program/ service delivery processes and has developed solutions to correcting barriers identified in the review.



7.

Certification Regarding Title III of the Americans with Disabilities Act (ADA), P.L. 101-336, Public Accommodations and Commercial Facilities (for Title III Applicants Only)

The Americans with Disabilities Act (ADA) provides comprehensive civil rights protections for individuals with disabilities. Title III of the ADA covers public accommodations (private entities that affect commerce, such as museum, libraries, private schools and day care centers) and only addresses existing facilities and readily achievable barrier removal. In accordance with Title III provisions, the applicant has taken the necessary action to ensure that individuals with a disability are provided full and equal access to the goods, services, facilities, privileges, advantages, or accommodations offered by the applicant. In addition, a Title III entity, upon receiving a grant from the North Carolina Department of Public Instruction, is required to meet the higher standards (i.e., program accessibility standards) as set forth in Title II of the ADA for the program or service for which they receive a grant.



8.

Assurance Concerning Gun-Free Schools

The applicant assures that it has in effect a policy requiring the expulsion from school for a period of not less than one year of any student who is determined to have brought a weapon to a school under the jurisdiction of the agency except such policy may allow the chief administering officer of the agency to modify such expulsion requirements for a student on a case-by-case basis. (The term "weapon" means a firearm as such term is defined in Section 921 of Title 18, United States Code.)



9.

Assurance Concerning the Pro-Children Act of 1994

The applicant assures that it is in compliance with the Nonsmoking Policy for Children’s Services, set forth in the Act, which states that:









(a)

No person shall permit smoking within any indoor facility owned or leased or contracted for and utilized by such person for provision of routine or regular kindergarten, elementary, or secondary education or library services to children, and









(b)

No person shall permit smoking within any indoor facility (or portion thereof) owned or leased or contracted for by such person for the provision by such person of regular or routine health care or day care or early childhood development (Head Start) services to children or for the use of the employees of such person who provides such services, except that this section shall not apply to










(1)

any portion of such facility that is used for impatient hospital treatment of individuals dependent on, or addicted to drugs, or alcohol, and




(2)

any private residence.
